Update to existing Scoping Opinion for Carn Na Saobhaidh Wind Farm
> To reflect changes to proposed Site & Access Route
CORRESPONDENCE RECEIVED FROM ECU ON 12.10.2026, RE: REVISITING SCOPING OVER AMENDMENT TO SITE & ACCESS ROUTE
ELECTRICITY ACT 1989
THE ELECTRICITY WORKS (ENVIRONMENTAL IMPACT ASSESSMENT) (SCOTLAND) REGULATIONS 2017
REQUEST FOR SCOPING OPINION FOR PROPOSED SECTION 36 APPLICATION FOR CARN NA SAOBHAIDH WIND FARM
On 13 August 2024, Renewable Energy Systems Ltd (“the Applicant”) submitted a request for a scoping opinion from the Scottish Ministers for the proposed section 36 application for the Carn na Saobhaidh Wind Farm (“the proposed Development”) in The Highland Council area.
A scoping opinion was subsequently issued on 20 November 2024. Since the scoping opinion, the proposed access route and site boundary have been amended. The Applicant has therefore submitted a scoping addendum to provide an update on these changes.
The proposed Development will be located on land in the Monadhliath Mountains, south-east of the B851 and approximately 22 km south of Inverness. The proposed Development is anticipated to comprise of up to 29 wind turbines with a likely blade tip height of 200 m and a possible battery energy storage system (BESS).
This request is made in line with regulation 12 of The Electricity Works (Environmental Impact Assessment) (Scotland) Regulations 2017. Under regulation 12, Scottish Ministers are required to provide a scoping opinion outlining the information they consider should be included in the Environmental Impact Assessment Report. Ministers are also required to consult the relevant consultation bodies and any other interested party which is likely to have an interest in the proposed development by reason of its specific environmental responsibilities or local and regional competencies.
The Scoping Addendum (dated October 2026), original Scoping Report (dated August 2024) and supporting information can be viewed at the Scottish Government’s Energy Consents Unit website www.energyconsents.scot by:
– clicking on Search tab; then,
– clicking on Simple Search tab; then,
– typing Carn na Saobhaidh Wind Farm into Search by Project Name box then clicking on Go;
– then clicking on EC00005191 and then click on Documents tab. Note: clicking on the ‘Date Received’ column twice will bring the newer documents to the top.
The indicative wind turbine locations are provided in Table 4.1 in the original Scoping Report dated August 2024. Additionally, an indicative hub height of 119m and a rotor diameter of 162m have been provided, although these dimensions are subject to change depending on the final selected wind turbine model.
To allow Scottish Ministers to provide a comprehensive updated scoping opinion, we ask that you review the scoping addendum and advise on the scope of the environmental impact assessment for this proposal. Please advise if there are any further matters you would like the Scottish Ministers to highlight for consideration and inclusion in the assessment, particularly site-specific information.
I would be grateful for your comments by 3 November 2026. Please note that reminders are not routinely issued, therefore if we have not received any comments from you, nor a request for an extension to this date, we will assume that you have no comments to make.
Please send your response (in PDF format if possible) to Econsents_Admin@gov.scot
CORRESPONDENCE RECEIVED FROM RES ON 13.10.26
Strathnairn Community Council,
We’re writing to provide a short update on the proposed Carn na Saobhaidh Wind Farm and to highlight the recent submission of an addendum to the original Scoping Request to the Scottish Government’s Energy Consents Unit (ECU).
As you will be aware, RES first submitted a Scoping Request for the proposed Carn na Saobhaidh Wind Farm, located approximately 10km south of Farr and 14km west-south-west of Tomatin, in Summer 2024 for 29 turbines. We would like to thank the consultees, including Straithnairn Community Council, for their responses to the original Scoping Request. Since 2024, RES has carried out further studies on site, reduced the number of turbines for the proposal to 24 turbines and brought forward a new proposed access route to the wind farm site. With these changes in mind, RES has submitted an addendum to the original Scoping Request to the ECU.
RES recently held public consultation events in Farr Village Hall and the Strathdearn Hub (21 and 22 September 2026) to present the design proposals and receive input into the plans. The events were very helpful to meet residents and for particular issues to be raised with the project team, and underlines the value of local knowledge. The exhibition material, including an online feedback form, is available on the project website ww.carnnasaobhaidh-windfarm.
We plan to hold further public exhibitions in early 2027 and we will write again in advance with details of the public consultation events. RES expects submission of the application to the ECU to be in the first half of 2027.
Please do get in touch if you have any queries on any of the above or if you would like to meet to discuss any aspect of the project. Thank you for your time and opportunity to provide this update on Carn na Saobhaidh Wind Farm.
